3rd call for proposals - Bilateral collaborative research program Québec - Fédération Wallonie-Bruxelles

1. DEFINITIONS

Intersectorality:

The Fonds de recherche du Québec (FRQ) understands by intersectorality, or intersectoral networking, a research and collaboration approach that brings together on the same object, problem, method or research question, researchers from disciplinary fields or research practices from at least two of the three major sectors covered by the FRQ: les sciences naturelles et génie (SNG), les sciences sociales et humaines, les arts et lettres (SSHAL) and les sciences de la vie et de la santé.

• The composition of the teams: researchers from at least two sectors covered by the FRQ must carry out the project
• The joint design and development, within the project, of issues mobilizing questions or research objects common or shared by the representatives of the different sectors by taking advantage of the richness specific to each of the sectors, while proposing networks and cross-referencing of approaches to find innovative solutions
• The development of an innovative methodology, adapted to each problem and integrating approaches from each of the sectors represented within the project.

We encourage researchers to innovate in the composition of their teams by integrating intersectoral collaborations that go beyond established frameworks and thought patterns. We want the cross-sectoral composition to go beyond the mere bringing together or juxtaposition of several disciplines and sectors. It will open new research perspectives, inaugurate new conceptual frameworks and take a fresh look at complex phenomena.

Status of investigator and co-investigator for Quebec:

See the Common General Rules of the FRQ.

Early career researcher:

For the Fonds de recherche du Québec, a researcher at the beginning of a career is not a postdoctoral fellow. In summary, the junior status for a researcher at the FRQ is for a maximum period of 8 years and can begin a maximum of 6 years after obtaining the doctorate.

Status of Promoter and Co-Promoter for the Wallonia-Brussels Federation:

See the rules and regulations PINT-BILAT-P of the F.R.S.-FNRS and the Annex to this document for eligibility conditions (types of profiles and institutions).

It is possible to include one or more co-promoters if they come from an institution of the French Community of Belgium other than that of the main promoter.

Collaborator:

A collaborator is a person declared by the principal investigator/promoter as providing specific expertise or competence to the research project or programming that is the subject of the funding application. He/she does not provide a CV and cannot be delegated the management of part of the funds via an inter-establishment transfer. This person cannot be delegated responsibility for any part of the project’s research program (no workpackage). This person does not necessarily have to come from Quebec or the Wallonia-Brussels Federation.

2. PROJECT ELIGIBILITY

Priority themes

The following themes, representing the FRQ’s research sectors, are priorities for this program:

• Sciences naturelles, sciences mathématiques et du génie (FRQNT website)
• Sciences de la vie et de la santé (FRQS website)
• Sciences humaines et sociales (FRQSC website)

Intersectoral research projects must cover at least two FRQ research sectors in which the added value of collaboration and complementarity between research teams are demonstrated (see definition of intersectorality on page 2 and pre-proposal evaluation criteria). The intersectorality of the project and the team must come from the Quebec team.

Objectives

The main objective of this program is to generate / strengthen intersectoral collaborations and promote the advancement of knowledge and techniques in the priority themes of the 3 major research sectors of the FRQ.

Projects must:

• Engage researchers from different research environments, disciplines, and expertise to work together using a range of cutting-edge approaches and technologies.
• Be structured in such a way as to provide an original added value that researchers, funded by each of the funding agencies, could not achieve alone.

3. ELIGIBILITY OF CANDIDATES

Conditions

N.B. Under this 3rd call for proposals (present call), researchers/promoters that have received funding under the 2nd call are not eligible. This program does not allow you to receive funding for 2 consecutive calls.

Structure of the research team

The team will be composed of a minimum of 3 people, 1 principal investigator from Quebec, 1 co-investigator from Quebec (Status 1 and/or 2) and 1 principal promoter of the Wallonia-Brussels Federation:

• A principal promoter of the Wallonia-Brussels Federation and a principal investigator from Quebec who represent the project, assume the management and internal coordination of the project, according to the conditions/administrative requirements of the funding agencies to which they belong.
• At least one co-investigator from Quebec; co-promoters of the Wallonia-Brussels Federation are also welcome on the team, but their presence is not mandatory.
• Up to 8 collaborators (maximum 4 for the Quebec team and 4 for the Wallonia-Brussels Federation team, no minimum)
  Research teams submitting a project under this call for proposals must be made up of researchers working in eligible managing institutions in relation to the conditions/administrative requirements of the funding agencies to which they belong (see below for more details)

IMPORTANT NOTE for projects selected following the evaluation of the pre-proposal:

In order to respect the results of the intersectorality assessment, no withdrawal from the team will be allowed in the proposal. It will, however, be permitted to add members to the Quebec team. For the French Community of Belgium, the promoters must remain the same as those presented during the pre-proposal.

In Quebec

The team must be composed of individuals whose areas of research and expertise cover at least two of the FRQ research sectors (les sciences naturelles et génie (SNG), les sciences sociales et humaines, les arts et lettres (SSHAL) and les sciences de la vie et de la santé).

In addition, the presence of early career researchers is strongly encouraged. For more details, see the Definitions section above.

The principal investigator must demonstrate that sufficient research time will be devoted to this project to ensure its success.

All team members must demonstrate that they will actively contribute to the proposed research project and specify the time allocated to the project.

This call for proposals is open to the following profiles (see Definitions in the Common General Rules):

• University researcher
• Clinical university researcher (FRQS)
• College researcher (2^nd Co-investigator)

Candidates in postdoctoral training are only eligible as collaborators.

For the Wallonia-Brussels Federation

This call for proposals follows the rules detailed in PINT-BILAT-P, adopted by the Board of Directors of the F.R.S.-FNRS on April 27, 2021.

Teams must be composed of a promoter from a university in the French Community of Belgium (see annex to this document).

It is also possible to include one or more co-promoters, if they come from an institution of the French Community of Belgium, listed in the Annex to this document, other than that of the main promoter.

Single application

A researcher may submit only one project under this call for proposals, either as principal investigator/promoter, or as co-investigator/co-promoter.

Choice of research location

For the Wallonia-Brussels Federation:

This call for proposals follows the rules detailed in PINT-BILAT-P, adopted by the Board of Directors of the F.R.S.-FNRS on April 27, 2021.

For Quebec:

The principal investigator and the co-investigator must:

• be employed by a management institution recognized by the FRQ and domiciled in Québec at the time the application is filed (see section 2.1 of the Common General Rules).

Professional Order (Quebec)

Candidates with the status of clinical university researcher must prove that they are affiliated to the appropriate professional order in Quebec, that they have the right to practice in Quebec and that they have professional insurance.

Responsible Conduct in Research (Quebec)

Quebec researchers must comply with responsible conduct of research and ethics rules (see sections 5.4 and 5.5 of the Common General Rules).

Responsible Conduct in Research (Wallonia-Brussels Federation)

All funded research projects must comply with the legal provisions in force on ethics.

Promoters concerned by ethical issues must submit their ethics form, accompanied by the opinion of the ethics committee, to the F.R.S.-FNRS only when the proposal is awarded. The actual grant will therefore be conditional on a favourable opinion from the latter.

Basic training in research ethics (Quebec)

Basic training in research ethics is mandatory for all principal investigators and co-investigators when their research project or program focuses on human subjects.

Research on human subjects involves:

• the participation of human subjects
• the use of human biological material (parts, products, tissues, cells, genetic material from the human body, a living or deceased person)
• assisted reproduction activities or the use of embryos derived there from them, within the meaning of the Act respecting clinical and research activities in relation to assisted reproduction (L.R.Q. chapter A-5.01)
• the use of administrative, scientific or descriptive data from human beings.

This basic training consists in the realization of modules 1 and 3 of the online tutorial developed by the Ministère de la Santé et des Services Sociaux (MSSS) as a training program in research ethics. Module 1 is a minimum level of training in research ethics required for all FRQ researchers.

Researchers must have completed this basic training before the start of payments.

4. REQUIRED DOCUMENTS - PRE-PROPOSAL

The FRQS manages this call for proposals on behalf of all funding agencies. All documents necessary for the eligibility and assessment of the application must be duly sent to the FRQS.

IMPORTANT NOTE: The pre-proposal is transmitted via the electronic form available in the FRQ’s electronic Portfolio and the Principal Investigator of Quebec (only one form per team). Your FRQnet Portfolio account is unique for all three Fonds de recherche. To access the form, you will have to choose the Health section (Managing Fund). No documents sent by email or postal mail will be accepted.

In parallel, promoters of the Wallonia-Brussels Federation will have to fill in an administrative form on the e-space platform. The deadline for the registration and submission of this application is 5 working days after the closing of the call. As part of this submission, it is requested to attach the pre-proposal file, as filed on the FRQS electronic Portfolio.

• Any document that is missing or does not comply with the rules of the program and electronic forms, but is deemed critical to eligibility or assessment, renders the file ineligible.
• Items required but absent from the file will not be claimed.
• All documents received after the filing date of the pre-proposal will not considered and there can be no update of the files.
• A document not required but transmitted with the pre-proposal will be removed from the file before evaluation.

Pre-proposals must be submitted before the institution’s deadline, which precedes the deadline for submission to the FRQS, to allow approval by the institution (details provided in the electronic form). The approval of the pre-proposal by the institution, which automatically triggers the transmission of the form to the FRQS, must be made before the deadline for submission to the FRQS (Fonds gestionnaire).

No extension will be allowed. Any form not submitted by the indicated deadlines and times will be automatically rejected.

All members of the team (including co-investigators from Quebec as well as promoters and co-promoters of the Wallonia-Brussels Federation) must give their consent to be entered on this form. This action must be done in your FRQS electronic Portfolio before the deadline of the managing institution, otherwise the form will not be transmitted. Important note: The Canadian Common CV must be completed in the Managing Fund version of the targeted call for proposals for all team members with status 1 or 2 and be updated within 12 months of the competition deadline. The “Detailed Contributions” file must be completed in the format of one of the Funds and attached to the application, in the appropriate section of the Portfolio of the Managing Fund. • Letter of cooperation agreement between the principal investigator of Quebec and the principal promoter of the Wallonia-Brussels Federation. This letter will indicate that the 2 representatives of the team are ready to collaborate on this project and that they will have access to the necessary infrastructure and staff to be able to carry out the project (only one letter of collaboration per team)

Co-promoter of the Wallonia-Brussels Federation

5. REQUIRED DOCUMENTS – PROPOSAL

The submission of the proposal must be done via the electronic Portfolio before the closing date of the call by the principal investigator from Quebec (only one form per team). The submission to the F.R.S.-FNRS is purely administrative and cannot replace the official submission via the electronic Portfolio.

Only team members whose pre-proposals have been selected will be invited to submit a proposal (see Evaluation section).

All documentation transmitted for the pre-proposal will be available for the proposal. The principal investigator in Quebec will have the opportunity to update these documents. Therefore, in addition to the documents submitted during the pre-proposal, the following documents will be required:

For the entire consortium

• FRQS electronic proposal form (Fund manager)

Main promoter of the Wallonia-Brussels Federation

• Letters of support from collaborators, if applicable

Principal Investigator of Quebec

• Letter of support from the management of the managing institution where the research will be carried out
• Clinician: a letter from the management of the clinical department or the dean of the faculty specifying how many hours will be freed from their clinical obligations to carry out the research project (only for persons who do not hold a FRQS career scholarship)

Co-investigator or co-investigator of Quebec

• Clinician: a letter from the management of the clinical department or the dean of the faculty specifying how many hours will be freed from their clinical obligations to carry out the research project (only for persons who do not hold a FRQS career scholarship)
• College Researcher: Letter of support specifying what a full-time equivalent (ETC) represents for the college; the release of teaching that will be granted to the teacher-researcher by the college for the duration of the project; the annual salary of the teacher that the release represents.

Collaborators

• Letter of participation attesting to their expertise and contribution to the project

6. RESEARCH LOCATION

Choice of location of research

For the Wallonia-Brussels Federation:

An institution of the Wallonia-Brussels Federation as mentioned in the Annex to this Regulation adopted by the Board of Directors of the F.R.S.-FNRS of 27 April 2021.

For Quebec:

A University of Quebec, a college educational institution, a group, or a recognized centre of the FRQ, or a designated institution of the Ministère de la Santé et des Services sociaux (MSSS). Refer to the list of Institutions recognized to manage funding.

Change of research location (for Quebec)

The FRQS expects that, for the duration of the grant awarded, the person holding the award will carry out his or her project in the institution or university that endorsed his or her application.

The holder of the grant who wishes to change the place of research must apply in writing to the FRQS. This application will state the reasons for the change and describe any possible consequences for his research project.

The university or institution authorities must notify the FRQS in writing that they approve the change.

The management of the new research centre or university department must notify the FRQS in writing that it agrees to welcome the person holding the grant.

The conditions surrounding changes in research location and all other changes made during funding are described in section 6 of the FRQ Common General Rules.

7. DURATION OF THE GRANT

Duration

Maximum 3 years non-renewable

A maximum of six (6) projects will be funded.

Date of entry into force

September 2022

8. AMOUNT OF THE GRANT

Amount

The contribution of the F.R.S.-FNRS for the program will be a total of € 1.35 million (up to a maximum of € 75.000 per project per year for three (3) years for the promoters of the Wallonia-Brussels Federation).

The FRQ’s contribution to the program will total $1.8 million CAD (up to a maximum of $100.000 CAD per project per year for three (3) years for Quebec researchers).

Additional amount for eligible co-investigators Status 3: College researchers with teaching duties
Additional amount for eligible status 3

College researchers with teaching duties who join a research group as a co-Investigator shall each receive an additional amount of up to 20% of their gross salary. This amount will be paid directly to the college institution to compensate for part of the salary to release the researcher from teaching duties.

A supporting document to this effect must be inserted in the “Clearance – colleges” tab of the FRQnet form. The principal investigator must identify the college researchers for whom a release from teaching duties is request.

Should funding be granted and the principal investigator accept it, a form meant specifically for the amounts related to a release from teaching duties will be available. Details to come at the time of funding.

Source of funding

Recipients from the Wallonia-Brussels Federation will be financed by the F.R.S.-FNRS.

Recipients from Quebec will be funded by the 3 Research Funds. The FRQS will be the Managing Fund for this program.

Indirect research costs (Overhead costs)

For promoters of the Wallonia-Brussels Federation:

Indirect costs are not eligible for the F.R.S.-FNRS. The general rules of the F.R.S.-FNRS apply:  www.frs-fnrs.be

For Quebec researchers:

Grants awarded under this program are eligible to receive an additional amount to cover the institutions’ Indirect research costs (IFRs).  Details regarding the reimbursement of indirect research costs will be available at the time of award.

Overhead costs are not an eligible expense for co-investigators with status 3: College researcher.

Management and financing rules

For the Wallonia-Brussels Federation:

For Quebec:

The list of institutions that can manage grants from the FRQ is limited to the management institutions recognized by the FRQ, including mainly universities, CIUSSS, CISSS, certain institutions in the health network and colleges.

The institution managing the grant is the employer institution of the person holding the grant (see section 6.2 of the Common General Rules).

9. ELIGIBLE EXPENDITURES

Eligible expenses such as salaries, research materials, equipment and other expenses related to the project are subject to the regulations and practices of the agency that will fund the project.

For promoters of the Wallonia-Brussels Federation

• Personnel
• Operating
• Equipment

Eligible expenses follow the rules set out in the PINT-BILAT-P regulation adopted by the Board of Directors of the F.R.S.-FNRS on April 27, 2021.

For Quebec researchers

In addition to the list of eligible and ineligible expenses detailed in section 8 of the FRQ’s Common General Rules, the following expenses are ELIGIBLE:

• Remuneration of students (college, bachelor, master’s and doctoral) and postdoctoral fellows
• Travel and subsistence expenses of Quebec researchers in the Wallonia-Brussels Federation (maximum of 1 person / year, reasonable expenses)
• Participation in conferences and conventions for a maximum of 3% of the grant amount, starting in the 2^nd year of the grant
• Costs related to the joint publication of articles

INELIGIBLE:

• Remuneration of principal investigators, co-investigators and collaborators
• All indirect costs related to the development, redevelopment, rental and maintenance of premises, as well as indirect costs paid by the host institution
• No amount may be transferred outside Quebec

10. EVALUATION – PRE-PROPOSAL

Eligibility

The eligibility of the pre-proposal (applicants, team structure and intersectorality) will be verified by the respective funding agencies to the teams involved in the project.

11. EVALUATION – PROPOSAL

Evaluation process

The proposal evaluation process will take place in two successive stages according to the rules in force for the composition of the evaluation committees:

• Each application will be evaluated remotely by experts outside the Wallonia-Brussels Federation and Quebec
• Each application will be evaluated by a joint scientific committee, composed of international experts from the clinical and scientific communities selected by the FRQ and the F.R.S.-FNRS. The members of this peer committee will be in charge of establishing a ranking on the basis of their discussions while taking into account the evaluation reports carried out by the experts at a distance

12. RÉSULTATS DE RECHERCHE ET TRANSFERT DE CONNAISSANCES

Reports

By accepting the grant, the award holders undertake to provide:

• Annual financial reports and a final financial report at the deadlines indicated by the FRQ and the F.R.S.-FNRS
• A scientific progress report will be submitted annually for the first 2 years by the deadlines indicated by the FRQ
• A joint scientific report maximum 3 months after the end of the grant for the FRQ and the F.R.S.-FNRS
• The F.R.S.-FNRS collects ex-post quantitative indicators (number of publications, patents, dissertations, theses…) and the list of publications related to the financing of the PINT-BILAT-P granted for the purpose of evaluating the PINT-BILAT-P research program as a whole. The main promoter transmits this data to the F.R.S.-FNRS on the e-space platform, for the entire duration of the project, increased by a period of 2 years.

Scientific reports must be sent to the Fonds-Santé (FRQS), the fund manager of the call.

Dissemination and use of results by partners

The grantees undertake to authorise the funding agencies to use the final report and the research results that have been publicly disseminated by the researcher (in the context of a scientific publication, conference, colloquium, congress or publication on a website), in particular for the purpose of reproduction, translation, performance or communication to the public by any means whatsoever, as well as any other form of use. This use must be made in compliance with copyright and only for non-commercial purposes.

Open access

In accordance with the Fonds de recherche du Québec’s Open Access Dissemination Policy, all persons holding a grant must undertake to make their scientific publications available in open access no later than 12 months after publication. Knowledge mobilization (for Quebec only)

The FRQ encourages grant holders to conduct and participate in knowledge mobilization activities (transfer, sharing, valorization, enhancement and dissemination) to the practice community and the general public, where these activities are relevant. 13. COMMITMENT OF THE CANDIDATE

For Quebec:

By transmitting his or her pre-proposal, the candidate undertakes, among other things, to:

• Comply with the Common General Rules, the Open Access Policy for Published Research Results  (FRQS Researchers) and all the conditions and requirements described in the program rules
• Send, at the request of the FRQ, certain additional documents related to the use of the grant
• Respect the standards of ethics and integrity defined, according to the Fonds, in the FRQNT Research Ethics Policy, the FRQS Standards in Research Ethics and Scientific Integrity, and in the Fonds de recherche du Québec Policy on Responsible Conduct of Research
• Authorize the FRQ to retain and use all personal and scientific information contained in its file in accordance with the terms and conditions described in the Statement on the protection of personal information and under the condition that the persons having access to personal information respect its confidential nature.

For the Wallonia-Brussels Federation

By transmitting his or her pre-proposal, the candidate undertakes, among other things, to:

• Comply with the general rules of the F.R.S.-FNRS
• Send, at the request of the F.R.S.-FNRS, certain additional documents related to the use of the grant
• Comply with the standards of ethics and integrity defined in the PINT-BILAT-P regulation and the general rules of the F.R.S.-FNRS
• Authorize the F.R.S.-FNRS to retain and use all personal and scientific information contained in its file in accordance with the terms and conditions described in the F.R.S.-FNRS Privacy Policy.

14. COMMITMENT OF THE HOST INSTITUTION

 The host institution undertakes to:        

• Provide functional laboratories or research premises and the basic equipment necessary to carry out the research project
• Provide an environment that respects the standards of ethics and integrity defined in the FRQNT, FRQS  and  FRQSC documents on ethics and scientific integrity and in the  FRQ’s Policy on responsible conduct of research.

15. STATEMENT ON EQUITY, DIVERSITY AND INCLUSION

The Fonds de recherche du Québec wishes to contribute to the support of a research ecosystem based on equity, diversity and inclusion. Measures have thus been put in place to strengthen the consideration of these principles. The people we fund are also encouraged to give priority to these in the context of their research activities. 16. INTELLECTUAL PROPERTY

The funding agencies recognize that the recipient researcher and his or her home institution own the intellectual property rights in accordance with the institution’s internal rules.
